With reference to your letter of 21st

December, 1927, I am directed to inform you that there is

no objection to the scheme proposed by Mr. Takeji Hamada.

I am, however, to state that, as the

establishment of many large fishing business of this

type would tend to undercut the prices obtained by the

local Chinese fishermen and, by throwing them out of

employment, produce local economic difficulties, no

further applications of this type can be entertained.

With reference to the permission for a similar business granted to Mr. M. Kiayama in my letter

No.931/1917 of 10th August, 1927, I am directed to state

that, unless Mr. Kitayama has started the business by

10th August, 1928, this permission will be withdrawn.
